The few days without light explain the stretchy stem. 6" was probably to close, the move to 12" was smart. If it is pulling 300 watts from the wall I would expect it to need to be further at least while it is still a seedling.
I have seen as few as a single leaflet on fan leaves. In those circumstances it was genetics. Needless to say we didn't keep those phenotypes.
I would expect this plant to grow and flower "weird" throughout it's whole life.
Is that the only leaf that looks like that? They all look like...
If it is Ocean Forest I'm not surprised. The plant won't need to be fed for a few weeks if not longer if you up-pot frequently. Slight nute burn but the plant will grow out of it rapidly. The plant is looking good and that's what matters!

What fox farm products did you feed with and at what rates? How long since potting/transplanting?
Some of the photos look like over-watering (whole leaf drooping) and a few show nitrogen toxicity (leaf tip clawing downward)
I would agree that it could be nitrogen toxicity. If the pot is truly dry my guess would be the compost is to blame. If the compost is "hot" or contains any manures it could just be to much for a plant that size. Next time try mixing in some sand to cut the compost and add aeration to the mix.
Adding a dose of Epsom salts should help. I would also test the runoff of the coco to see what the actual pH is in the pot. I generally allow the pH to drift between 5.8-6.0 in the pot.
I agree with Nature. Once I cut my main fan leaves off I will cut the branches into sections but leave the buds attached. I will very gently put them in a paper bag and leave in a damper than normal closet, just to slow it down some more.
I would rather place the buds in jars early and be forced...
On the grow side of it... a good flush plus increased sugar levels in the last two weeks helped me increase resin and terpene production in most strains.
