28 People to Speak at Tonight's Saginaw Council Meeting

On Friday, Saginaw City Council's proposed six-month moratorium on medical marijuana production and sales looked like a hot-button item. Six people had signed up to speak at today's 6:30 p.m. meeting.

By today's 1 p.m. deadline to register to speak at the meeting, the heat turned up considerably. City Clerk Diane Herman's list of public speakers citing the subject grew to 28 people.

In total, 30 people have signed up to speak at the meeting at 1315 S. Washington. Each speaker is allowed three minutes. That means it could take 90 minutes before council members get into their regular business.

When they do, the council will weigh in on a six-month moratorium that would freeze medical marijuana production and use while leaders rework zoning laws for the drug.

Many of tonight's speakers come from outside the Great Lakes Bay Region despite the proposal's local jurisdiction. Herman said the long-distance interest likely originates from Web sites calling on medical marijuana advocates to sign up to speak.

The citywide moratorium – which would go into effect through June 30 – would pause marijuana and marijuana-related sales and growth.

The moratorium would not include residents or businesses with already-established ties to medical marijuana, he said. In other words, a grandfather clause excludes buyers and sellers already in business.

City Hall Attorney Thomas H. Fancher said that, technically-speaking, a resident who registers to use – and, therefore, buy – medical marijuana during the six-month period would be in violation of the moratorium.

He said City Hall isn't looking to knock down residential doors to catch users in violation, though.

"All we're really concerned about are these shops," Fancher said. "Right now, the code doesn't address them."
