South Dakota ballot issue advocates and opponents to meet in Vermillion Wednesday (October 23).

BOTH THESE FORUMS ARE OPEN TO THE PUBLIC!!! COME ALL!!!

Two forums are planned for Wednesday afternoon and evening at the
University of South Dakota in Vermillion concerning proposed
Constitutional Amendment A. Inititated Measure 1 will be discussed at
one of them.

At 4:30 pm at the USD Law School, Room 101, The Federalist Forum will
feature Robert Beattie, J.D., who created and teaches "Political Science
4883, The American Jury" at Newman University, Wichita, KS. This is the
only university class in the United States which deals entirely with
jury duty.

Beattie will be advocating Amendment A, which proposes to allow people
accused of a crime to argue the merits, validity and applicability of
the law, including the sentencing laws.

Opposing Beattie in the forum will be Mike Butler, a criminal defense
lawyer from Sioux Falls.

The forum is sponsored by the Federalist Society, a USD Law School
organization, affiliated with a national organization with branches on
many law school campuses. It is expected to last about an hour.

Amendment A has been covered in the Wall Street Journal, The New York
Times, and most major newspapers in the U.S. The National Law Review,
Legal Affairs magazine, the American Bar Assn. Journal, and the BBC have
also published articles about Amendment A.

At 7 pm, the USD Political Science Dept. will sponsor a two-hour forum
which will include discussion of all the ballot issues on the November,
2002, general election ballot in South Dakota. USD Political Science
Professor Rich Braunstein organized the forum.

Bob Newland, of Hermosa SD, sponsor of proposed Constitutional Amendment
"A", will speak on behalf of that issue. Bob Frieberg, general counsel
for the SD State Bar's Disciplinary Committee, will carry the
opposition's water.

Former SD Representative Bob Weber, Clear Lake SD, will argue on behalf
of Initiated Measure 1, the "South Dakota Industrial Hemp Act". Measure
1 proposes to separate hemp from marijuana by THC content under state
law, and would remove Southj Dakota's barriers to the production of
industrial hemp.

Measure 1 will be opposed on the panel by SD Senator Kenneth Albers,
Canton SD.

If Measure 1 passes, South Dakota will become the sixth state, following
Minnesota, North Dakota, Montana, Hawaii, and West Virginia, to pass
similar legislation. The other states passed their laws by overwhelming
votes of their legislatures.


Constitutional Amendments "B" and "C" will also be discussed, if the
organizers can find anyone who cares enough about them to show up.
