CA: County Planning Commissioners To Talk Marijuana Regulations

Marijuana issues are returning before Solano County planning commissioners, who are seeking the public's input on the matter.

At Thursday's meeting, commissioners anticipate hearing any and all concerns or observations from the public regarding how the county should regulate medical and non-medical marijuana cultivation.

Specifically, thoughts on both indoor and outdoor grows for personal and caregiver use in residential areas.

Commissioners also seek input on whether three types of commercial marijuana activity should be allowed in manufacturing and industrial zones:

- cultivation indoors up to 10,000 square feet;

- non-volatile-solvent marijuana manufacturing; and

- marijuana testing laboratories.

Information gathered will be forwarded to the Solano County Board of Supervisors.

In anticipation of voters passing a law legalizing recreational marijuana use last November, supervisors had begun considering related regulations. Staff was subsequently directed to develop an ordinance on personal cultivation, which was presented to the Planning Commission on Nov. 17. Commissioners then continued the matter to Thursday, citing the need for more time to consider related regulatory options.

The report, officials said, allowed non-commercial growth indoors only and cited cultivation amounts and standards, requires registration and permits, comes with fees and discusses confidentiality and enforcement.

In December, supervisors adopted a new 45-day Interim Urgency Ordinance prohibiting commercial cultivation, delivery, transportation, manufacturing, retail operations and testing.

The board also appointed supervisors John Vasquez and Erin Hannigan to work with staff in researching and developing regulations.

On Tuesday, the board voted to extend the Interim Urgency Ordinance for 10 months and 15 days.

In coming months, county staff plans to present updates regarding medical cannabis and non-medical marijuana, to conclude with the release of regulations by the state with possible board action items. Staff is also arranging for representatives from various aspects of the marijuana regulation industry to speak to the board, including Agricultural Commissioner/Sealer of Weights and Measures Jim Allan.

The Solano County Planning Commission meets at 7 p.m. Thursday in the Board of Supervisors Chamber, 675 Texas St. in Fairfield.

This is my county, thaks for posting this. I am still very confused about what is actually leagel here. I understand the states ruls but our local government making things difficult as usual.
