CA: Rio Dell To Set Cannabis Business Permit Fees

The Rio Dell City Council on Tuesday is set to establish cannabis activity permit fees and discuss water rates.

If these agenda items are passed it could mean the five developers seeking cannabis activity permits from the city can begin moving forward and Rio Dell residents' water rates could go up in January.

Commercial medical marijuana businesses, minus dispensaries and outdoor grows, are allowed in the saw mill annex area across the Eel River north of town since the council passed its commercial medical marijuana land use regulations late this year.

"The city has been approached by five developers who will be seeking nine or 10 activity permits, including cultivations, manufacturing, processing and distribution facilities and a testing laboratory. Three of the developers are actively assembling the required application materials," a staff report states.

City staff has reviewed the varying fees from jurisdictions from across the state and came up with ones that somewhat match the City of Arcata's because both areas the city's allow these businesses are about 225 acres. The initial application fee is $2,500, the annual operating fee is $4,000 and the renewal application fee is $300. There are seven administrative permit fees, such as transfer of ownership, police department background check reviews, location and mailing address changes, that run from $50 to $100.

"The operating fee may be refunded if the city denies the application. All other fees are nonrefundable," the staff report states.

If approved by the council the water rate adjustment could increase the average water bill in Rio Dell from $53.11 a month to $61.83 starting in the New Year.

"The base charge would increase from $40.06 to $46.63 per month and the volumetric unit cost of water will increase from $2.61 to $3.04 per month per unit," the staff report states.

The increased revenue, estimated to be around $160,000 yearly, would help pay for a "much needed" replacement of water infrastructure and storage facilities, according to the staff report.
