CA: Supervisors OK Pot Taxation Measure For November Ballot

The Calaveras County Board of Supervisors approved a ballot measure for the November election to allow voters to decide whether to establish a commercial cannabis tax in the county.

The tax would require growers to pay $2 per square-foot of canopy space, or grow size, for all outdoor and mixed light cultivation types. The tax would remain until the Department of Food and Agriculture establishes a "track and trace," which follows marijuana cultivation from its start as a seed to the final product in a dispensary.

Though the official amount of funds that could be generated is unknown, Caslin Tomaszewski, executive director of the Calaveras Cannabis Alliance, estimated the county could receive between $15 million and $20 million, based on 733 approved commercial applications and an average 15,000 square feet per grow.

Unlike the money generated via fees from the cannabis application process, tax money would not be designated for implementation programs. Tomaszewski said the money could go into the county's General Fund.

Also pending voter approval would be a tax of $5 per square-foot of grow space for each indoor grow and a 7 percent tax on proceeds from manufacturing cultivated cannabis and on medicinal or legal storefronts or other retail operations.
