Can I vegetate with a T5 48 Watt?

Hey guys, I went to my local hydro store today and bought this light system and now I'm wondering if it's too small to even vegetate 3 plants.. Please let me know what you guys think, sorry for the newbie question I'm new to growing. Here's the specs though.

T5 Fluorescent Light System
2 Foot - 2 Tube Fixture
4,000 Lumens
120 Volts
48 Watt
0.4 Amp

I would only use this light for clones, I wouldn't recommend it for a full veg. I would go with the 2 ft x 8 bulb minimum for that.

Get CFL's if on a budget and try to supplement as much as possible, you'll still pull a harvest however it won't be extremely large it will be something.
