Steamboat Springs - The Hayden Town Council on Thursday night gave the green light to the town's first marijuana-growing facility.

The council approved Rodney McGowen's conditional use permit for the Bayou Breeze Grow Warehouse in a 5-1 vote. Council member Dallas Robinson, who has been adamantly opposed to allowing marijuana-grow operations in Hayden, was the dissenting vote.

"That gives us the green light to proceed with construction," McGowen said.

McGowen said there was one resident who spoke during public comment. He said the person was concerned that because marijuana is still illegal under federal law, the town might not be eligible to receive federal grants.

"That didn't get much traction," McGowen said.

McGowen wants to build a new, 5,600-square-foot, single-story building on Lot 26 in the Valley View Business Park. The building will have four grow rooms, three vegetative rooms for plant maturation, a cutting and trimming room, an office, security room and shipping area.

McGowen said he wants to begin construction by late summer or early fall. He would like to be growing plants this winter.

McGowen said he is still in the process of securing investors to help finance the endeavor.

"That's not all finalized," McGowen said.

During a special election on Jan. 26, 53 percent of Hayden voters said they wanted to allow marijuana-grow operations through the conditional use process.

The town will receive tax revenue from the marijuana that is shipped out of the facility.
