DWC problems Help!

Hi all,
Newbie here and am attempting my first grow.
I have been reading as much as I can here and would like to say you guys are good !!

Grow details :
DWC 3 gallon res
Nutes = FoxFarm
Ph Keeping below 6.5 and no Lower than 5.8
Around .68 PPT and 1.32 mS
Room Temp = between 70 / 85 F
Humidity around 50 to 60
Water Temp = Around 65 to 70 F
Lights CFL 4 ea 100 watt 6500K, 10 ea 45 watt 5000k

I am experiencing what I think is nute burn but I am not 100% positive.
Funny because I haven't used the recommended strength. Only around 2/3rd strength.
Now yesterday I pulled some water out and added straight Ph balanced water and PPT's are showing now .63 and 1.28 mS hoping that will give me some indication, and so far still looks the same.

Question one = Is this nute burn ?
Question 2 = how long does it take to show any improvement ?
 
You may have a nute lockout of you are letting pH drift up to 6.5. I would lower your whole pH window. Instead of 5.8-6.5, I would shoot for 5.4-6.2. At 6.5 you're locking out some of the trace minerals you need for healthy plants.

That is not nute burn. that is a fungus problem.. a brown mold. your plants are still young enuff to use this stuff called "Daconil" you get it from home depot.

It's worth a try . I ran out and gave it a good soaking today. Thick stuff. Lets hope for the best.
Will keep you posted.
