First Grow Setup - Tips or Advice?

Hi everyone i'm relatively new to the forums and this is my first post but atm I have 3 Plants growing One is bigger then the rest, One is extremely small. I would like some advice or tips if anyone has a few, it would be great, good or bad. My Setup:

- Four 6500k 2800 Lumans Each 40Watts (Cfls)
- Two 5000k 1600 Lumans Each 23Watts (Cfls)
- Small Decent Clip fan
- Humidifier/Thermom and a Timer
- Cups of water in room to raise humidity
- Walls Made of Emergency Blankets (Mylar)
- No fert and Using MG(Miracle Grow)

Its been 4 weeks so they have been growing pretty slow, But I only had Two 6500k Bulbs for the first 2 weeks of growth and no fan. So I worked it up.. ( I planted them 1/2/15)

- I recently moved C into a Bigger Pot a few days ago, Its been going steady.

- I haven't used any fertilizer and I am using MG because when I started I didnt have money for better soil or nutrients. I have recently bought Fox Farms Soil and Fert Which I will be using On my next grow.

- The Leaves have been facing down and droopy recently, I'm not sure if its underwatering or because the lights were too close or overwatering..

- I recently moved the lights about a foot over the Bigger plant and raised the two smaller plants, I felt as if they were too close.

In my veg box I usually keep my CFLs a couple of inches away. I only water once a week on small plants. pick the containers up after watering so you get a feel for the weight difference between dry soil and wet. After about the fourth or fifth node then add nutes, but in small amounts, about 1 /4 strength.
 
Tip 1 Change your soil, Miracle-Gro is called that for a reason.. It's a miracle your plants grow. Failing a complete soil change I would try to correct the pH of your current soil.

Tip 2 Your plants a droopy and curling down which to me looks like they are drowning. How often are you watering and do they have any drainage?

Tip 3 Maybe move your lights a little closer, one inch away is generally perfect for veg.
 
Your low temp is a little low.
You aren't far off it; adding more bulbs might help here.
These plants don't like the heat much but a little encourages water uptake, which means growth.
Ideally you want: 75f-84f

If you aren't already; i'd have the lights on while you're in bed and off during daylight hours, this way you are better able to keep em cool in the summer and warm in the winter.
When changing light schedules, opt for an extended light period rather than an extended dark period (this will make more sense when you have the timer in your hand)

Move the fan so that it is blowing across the horizontal plane rather than vertically at the plants; the windchill factor on your wet soil is doing nothing good for your root zone temps.

I'd also like to echo whoever mentioned the miracle grow - dump that detritus asap (try and get em healthy first with the heat and the pH'ing).
