FL: Morgan Fires Back At Sembler Over Medical Marijuana

A rematch is shaping up between Orlando attorney John Morgan and Tampa Bay developer Mel Sembler over Amendment 2, a ballot initiative to legalize medical marijuana in Florida.

After Sembler told the Tampa Bay Times that he and his wife, Betty, would raise $10 million or more to defeat the initiative, Morgan, who led a similar drive that narrowly failed in 2014, wasted no time in using the announcement in a fundraising email.

"I've got a message for Mel Sembler: "BRING. IT. ON," Morgan wrote last week. "Make a donation to the campaign now and send Mel Sembler and all those who would seek to stand in the way of compassion a message."

The Semblers, who co-founded the Drug Free America Foundation, played leading roles in defeating the 2014 proposal.

Morgan, meanwhile, largely bankrolled the failed effort to pass the amendment, spending nearly $4 million of his own money and that of his law firm on the plan.

Morgan is once again backing the ballot initiative and - again - the question seems to have strong public support in Florida.

A recent poll by the Saint Leo University Polling Institute showed 68.1 percent of respondents said they strongly or somewhat agree with the statement, "The Florida Legislature should approve medical marijuana for Florida resident use."

Any proposed constitutional amendment needs to carry 60 percent of the vote in a referendum to become law.

But supporters of medicinal weed have been here before. As late as July 2014, the Quinnipiac University Polling Institute found that 88 percent of Florida voters supported "allowing adults in Florida to legally use marijuana for medical purposes if their doctor prescribes it."

Opponents of the idea raised questions specifically about whether the amendment was drawn narrowly enough to limit marijuana only to those cases where it was medically necessary.

In the end, a majority of Floridians still supported the ballot measure --- but only 57.6 percent of them voted for it, too few for approval.
