Now that Glenwood Springs has decided to not extend the moratorium on recreational retail marijuana businesses, they're ironing out regulations for the new licenses. On Oct. 1 medical dispensaries statewide were officially allowed to apply for a retail license, and many have.
As dozens of cities across Colorado ban recreational marijuana shops, others are going a different direction.
Mayor of Glenwood Springs, Leo McKinney, said, "There's a sentiment on my council that we don't like to see government get in the way of business, no matter what that business is."
A 5-2 city council vote will end the moratorium. Next councilors plan to sign an ordinance that will regulate recreational cannabis shops.
"They can't have any black marks on their record with us or the state. It's going to be allowable in the commercial zone districts, but a distance requirement from any kind of educational institution K-12," said Mckinney, outlining some of the regulations.
Sitting on a busy highway in Glenwood Springs, one medical dispensary expects retail sales could boost revenue 30 to 50 percent.
Manager of the Green Werks located in Glenwood Springs, Melissa Finn, said, "Earlier there was a van load of women from Oklahoma trying to purchase today. If they were each allowed to purchase up to a quarter, there's a few hundred dollars worth of sales right there, within five minutes."
Green Werks has already applied and been accepted to have a dual license.
"We'll keep our medical back here, have our recreational in the other room, and we're ready to roll with that," said Finn.
Currently the center sees a large volume of Western Slope patients.
"We probably have a quarter of our patients come from the Grand Junction area, Mesa County area," said Finn.
They expect the same to happen with recreational users after Jan. 1.
Finn said, "I think we will see an incredible boost to our store, not to mention, other stores in the valley."
They say they are in compliance and are looking forward to the new business venture.
"It's a really exciting moment in history I think."
The moratorium is scheduled to finish at the end of December but it could be as early as mid November. However, shops with dual licenses won't be able to sell recreational marijuana until Jan. 1.
