How close do I place the ligths

First Grow...got a quick question


1. I am using (4) 24" cool fluorescent grow lights (I'm on a budget) and was curious how close I should place them above my plants. They are about 3" right now

How many watts are they... (it doesn't matter I was just curious)? I always keep mine as close as I could to the plant. Why not, ya know? Mine barely got warm! haha
