John Targowski co-authored the 2011 city charter amendment making marijuana possession Kalamazoo's lowest law enforcement priority. In 2012, he helped write a city charter amendment creating a medical marijuana dispensary licensing system in the city. Both measures were approved overwhelmingly by voters.
Targowski is considered an expert on Michigan's medical marijuana law. He is a member of the bar in Michigan and California, where he worked as a prosecutor and then a public defender for years after graduating from University of California Los Angeles in 2002. He moved back to Michigan to work as a criminal defense lawyer focusing on interpreting the 2008 Michigan Medical Marihuana Act.
Targowski is waiting on the Michigan Supreme Court's decision on patient-to-patient sales of medical marijuana in the case of the State of Michigan v. Brandon McQueen, whose implications he said "are going to radically redefine the retail environment of medical marijuana."
In 2013, Targowski will apply to two doctoral programs — a joint program in political science and public policy at the University of Michigan and a jurisprudence and social policy program at University of California at Berkeley. He also will help organize grassroots efforts toward ballot initiatives involving marijuana in Michigan cities. He predicts a statewide ballot proposal on legalizing marijuana in 2014 or 2016.
