Springfield, Mass. — Springfield City Councilors are expected to vote this month on granting a license for a proposed medical marijuana facility.

Wednesday night, the Health and Human Services Committee decided not to recommend the host-city agreement to the City Council.

Their biggest concern was a clause in the contract, granting exclusive rights to Hampden Care Facility to be the City's only dispensary for 10 years.

22News asked City Councilor Bud Williams how important these committee recommendations are. He replied, "That says a lot. I've been reading and studying this issue and there's still a lot of confusion and uncertainty as to which direction we should go in."

The council is expected to vote on August 18th. Councilor Williams says it's possible there won't be a vote, and the proposal could go back to the committee for further evaluation and negotiation.
