SAN FABIAN -- A suspected drug user was caught by a barangay councilman watering his two fully-grown marijuana plants last Thursday morning.
San Fabian Police Chief Chito Esmenda said the suspect, identified as Eddie Dispo, 25, of Barangay Angio, has been charged before the Regional Trial Court (RTC) in Dagupan City for violation of Section 16 of Republic Act (RA) 9165 or the Comprehensive Drugs Act of 2002 known as the cultivation or planting of marijuana.
Esmenda said barangay councilman Virgilio Vergara reported that he saw Dispo watering plants which he suspected to be marijuana.
Esmenda revealed that Dispo has been under surveillance for marijuana use.
Responding policemen confiscated from the suspect marijuana plants.
Meanwhile, Dispo's parents asked the police to help them recover from their son P10,000 which was part of the P21,000 from the sale of their carabao.
Esmenda said Dispo was able to sell the farm animal in Mangaldan town but he remitted P11,000 only.
"In our initial investigation, we did not obtain money from the suspect however I suspected him when he asked to use the comfort room in my office and then we saw him there counting his money," Esmenda stated.
The money was given back to Dispo's parents.
