MD: Federal Hill Is Getting A Medical Marijuana Dispensary

A medical marijuana dispensary is set to open in Federal Hill along Cross Street, the busy stretch of bars and restaurants in one of Baltimore's most popular neighborhoods.

Pure Life Medical Inc. is one of 102 dispensary businesses to win pre-approval from the Maryland Medical Cannabis Commission to open a cannabis dispensary operation in the state. The company was cleared to set up shop in Baltimore City and is now renovating and readying a vacant commercial space at 35 E. Cross St. across from the Cross Street Market.

The operation is run by Jaclyn Dolaway, a South Baltimore resident. The Dolaway family also owns MaGerks Pub on the other side of Cross Street in Federal Hill. An entity linked to Magerks acquired 35 E. Cross St. for $700,000 in June, state tax records show.

Officials from Pure Life Medical and MaGerks could not be reached for comment.

City records show Pure Life recently filed for a permit to renovate the two-story building that totals 2,000 square feet.

It will be one of at least 11 medical marijuana businesses opening in the city.

Some planned dispensaries across Baltimore have faced push back from neighbors.

Residents near Wyman Park voiced concerns about zoning requirements allowing a dispensary to be set up close to homes and churches in the area. According to city zoning regulations, dispensaries are considered "retail goods establishments" and can be set up in any area zoned for commercial use – the same zoning requirements as a pharmacy has in Baltimore. In Wyman Park, community members were worried a dispensary would bring unwelcome noise, smells and more criminal activity to the area.

City Councilman Eric Costello said he is not worried about the Pure Life dispensary drawing a negative response in his district. Dolaway met with some South Baltimore community members in September, and he thought the conversation produced "a lot of positive feedback."

The City Council has said it may consider revisions to the city's zoning code concerning dispensaries in the future. But as of now, the Pure Life dispensary and others are following the proper regulations, Costello said. Beyond that, he said, it's "a matter of right" for these businesses to set up shop wherever they see fit.

Costello believes residents will appreciate that a resident and business owner from the Federal Hill community is bringing this business to the area.

"She's committed to the community and she has a solid business plan," he said. "I think it's a great opportunity."

He said he is excited to see the extra economic activity the medical marijuana industry will bring to the city as well.

Along with other pre-approved dispensaries, Pure Life will need to finish renovations, set up all necessary business operations and pass a final state inspection before obtaining a final license to operate. One has been cleared for its full license, Wellness Institute of Maryland in Frederick County.
