Medical Marijuana Dispensary Eyes Milford

An applicant for a medical marijuana dispensary license is eyeing Milford as a possible town to operate its production facility.

Bay State Relief, a Massachusetts-based non-profit, has expressed interest in running only the production part of its operation from a industrial facility at 13 Commercial Way.

Andrew Gold, CFO of Bay State Relief, said while Milford is appealing to those interested in opening a dispensary, he isn't sure if opening here is a definite.

"Milford was among the first to adopt a zoning bylaw concerned with this issue, as opposed to the 100 other communities that have moratoriums in place," Gold said. "Like any group looking to obtain one of these licenses, we aren't putting all our eggs in one basket. The decision is up to the state where they want to locate these."

The law, passed by state voters in November, allows for up to five dispensaries in each of the state's 14 counties. The state Department of Public Health determined Monday that all but 22 of the initial 181 applicants could move to the second phase of the application process.

Gold said his organization is in the process of obtaining property, including that in Milford, and complying with local zoning laws, which will be required in the second phase application.

With Milford located so close to Framingham and Worcester, Gold said he wasn't sure if his company wanted to place a commercial facility in town to dispense locally. He said the potential Milford location would likely be used as one of the two facilities under the law where dispensaries can produce the product off-site.

"We don't know if Milford is necessarily an attractive commercial market," Gold said. "It's not that we don't want to come there, but it's what the state wants to do."

Gold noted Bay State Relief is an organization made up of local medical, security, law enforcement and legal professionals with no association to the West Coast states that legalized medical marijuana before Massachusetts.

"We feel there's a potential negative impact one could bring from the West Coast as the industry practices there are vague and the regulations loose," Gold said. "We want to make sure we can demonstrate we're all local and well-qualified for this purpose."

He noted many in his group have close ties with dispensary operators in Maine and Rhode Island.
Bay State Relief is set to go before the Planning Board next Tuesday and will go before the Zoning Board of Appeals, as well.
