Medical Marijuana Grow-Ops Coming To Fort Erie

Next year a new industry might be planted in Greater Fort Erie.

At Monday's council-in-committee meeting, local politicians began the process of bringing medical marijuana growing facilities into town.

Since 2001, people suffering from grave and debilitating illnesses have been authorized to access marijuana for medicinal purposes under regulation from Health Canada.

Under this legislation, authorized users could grow their own product in their homes and gardens. These regulations also allowed individuals to grow on behalf of a limited amount of users.

This format has caused a number of health and safety concerns in municipalities across the country, including Fort Erie.

Some of these issues involve improper ventilation of poisonous fumes from the chemicals used in the production of the marijuana plants, the lack of humidity control, fire hazards due to improper electrical work and a few more listed in the report brought to council by staff.

The federal government has established a new framework for growing facilities that will allow for larger production, processing and distribution of marijuana for medical purposes.

The new rules state that authorized users, medical practitioners and hospitals must obtain their supply from federally approved and regulated producers.

Fire chief Larry Coplen said because of the safety concerns derived from people growing in their own homes, larger facilities are in the municipality's best interest.

"This will give us the opportunity to inspect these properties, just as we would inspect any other commercial property," said Coplen.

Ward 4 Coun. John Hill asked if staff has narrowed down any specific sites for the facilities and suggested that setting them up near schools would be a concern for residents.

Director of community planning and development Rick Brady said when an official plan amendment and by-law comes before council in early 2014, specific sites will be investigated for the purpose of housing medical marijuana grow operations.

He said they would be placed in agricultural and industrial parts of Fort Erie and "most notably, not in residential areas."

Brady also said it is his understanding two applications have been filed to the federal government to operate facilities in Fort Erie.

In April 2014, the old system will expire and the only legal production of medical marijuana will take place in larger operations run by licensed producers and all grow operations in dwelling units will become illegal.
