Wisconsin's new Jacki Rickert Medical Cannabis Act (JRMCA), which was introduced on Oct. 3 at a State Capitol press conference by Rep. Chris Taylor (D-Madison) and Sen. Jon Erpenbach (D-Middleton), is receiving strong support from Democratic legislators as it is circulated for cosponsors, according to Rep. Taylor's office today.
Four additional state senators have so far joined Sen. Erpenbach. The second lead sponsor in the Senate is Sen. Lena Taylor (D-Milwaukee). In addition, Sens. Tim Cullen (D-Janesville), John Lehman (D-Racine) and Nikiya Harris (D-Milwaukee), have also cosponsored.
In the State Assembly, the lead sponsor, Rep. Chris Taylor has so far been joined by ten cosponsors with the second Assembly lead sponsor being Rep. Chris Danou (D-Trempeleau). Rep. Danou, a former police officer, represents JRMCA namesake Jacki Rickert in the Assembly. The third lead sponsor in the Assembly is Rep. Tod Ohnstad (D-Kenosha), who is serving his first term.
Two more freshman lawmakers cosponsoring so far are Eric Genrich (D-Green Bay) and Rep. Diane Hesselbein (D-Middleton). The remaining Assembly cosponsors so far are: Rep. Terese Berceau (D-Madison), Rep. Fred Clark (D-Baraboo), Rep. Sandy Pasch (D-Shorewood), Rep. Sony Pope (D-Cross Plains), Leon Young (D-Milwaukee) Rep. Josh Zepnick (D-Milwaukee).
As with past legislation dating back to the 2007 session, no Republicans have yet signed on as of this writing. Lawmakers have until 5 p.m. Friday, Oct. 17, to register as a cosponsor, and it is likely more may be signing on in the interim.
The next step after Friday is filing the bills after which they will receive committee assignments. The Senate Health committee is chaired by anti-medical cannabis zealot Sen. Leah Vukmir (R-Wauwatosa).
Previously, in the two sessions from 2003-2006, bipartisan medical cannabis legislation was sponsored by then-Rep. Gregg Underheim (R-Oshkosh). Rep. Underheim did not seek reelection in 2006.
