Obama's Budget Proposal Re-Opens Door For D.C. Pot Legalization

District residents overwhelmingly voted in favor of legalizing marijuana last year, but Congress vetoed most of those legalization efforts in December. Now, President Obama's proposed budget is breathing new life into the debate.

Buried deep in the president's proposed budget is language that would allow D.C. to tax and regulate marijuana sales in the city.

A Congressional measure passed late last year blocked D.C. from creating a system to regulate the sale of marijuana, which upset some D.C. officials who argue that Congress should not have a say in the matter.
But will Congress still pursue the issue following the president's budget proposal?

"My guess would be that in the highest echelons of Congress you're not going to see them make this a priority to overturn the will of D.C. voters," Tom Angel, a spokesperson for Marijuana Majority, says.

However, the president's budget must pass through committees in both the House and Senate, where some officials say the marijuana language could easily be stripped.

"The reality here is that the president does put these kind of protections in the budge every year and they get shut down," D.C. Councilman David Grosso says.
