A planned medical marijuana growing operation in southeastern Illinois has run into another roadblock.

A Madison County judge issued a temporary restraining order Friday preventing the company from starting work on the facility in East St. Louis.

Progressive Treatment Solutions LLC of West Chicago has been awarded the state's sole license to grow medical marijuana in a five-county area.

The Belleville News-Democrat reported that the restraining order was sought by a competitor. It argued the state agriculture department violated rules in issuing the license because Progressive did not have zoning approval in time.

Zoning approval was blocked because of a dispute over the site's location being kept secret. The city declined to disclose the location because of security concerns.

Progressive did not return calls seeking comment.
