Apparently, freedom has its limits.

Five months after voters in Washington state passed an initiative legalizing the recreational use of marijuana, Seattle's City Council has proposed a new set of guidelines that would place limits on the growth and sale of the drug.

The restrictions, unveiled Wednesday, include banning pot dispensaries and shops in residential and historic areas. Selling pot would also be forbidden in parts of the city deemed to have "historic character," such as Pioneer Square, Chinatown, and the Pike Place Market, the Seattle Times reported.

The law legalizing recreational marijuana already prohibits stores within 1,000 feet of facilities where children are present, such as schools and parks, but the City Council deemed it necessary to add restrictions to cover residential and historic areas as well.

"Although existing regulations provide basic protections against the location of incompatible uses, the increased production, processing, selling, or delivery of marijuana likely to be spurred by the new State regulations may create additional impacts," the city said in a news release before Wednesday's council meeting. "Experience with medical marijuana dispensaries indicates that businesses containing usable marijuana or marijuana-infused products may have greater security issues compared with the other businesses. Additionally, many residents have expressed concern that marijuana-related businesses can negatively impact neighborhood character due to messaging on signs and the potential for robberies"

The new restrictions would also limit residents in the designated areas from growing more than 45 plants and prevent industrial growing operations to buildings smaller than 10,000 square feet.

Citing the desire to avoid a confrontation with the federal government, some advocates of marijuana legalization applauded the council's proposals.

"I want reasonable regulations that everyone has to play by," John Davis, the owner of two Seattle dispensaries, told the Seattle Times, "because idiots will come in and annoy neighbors and the federal government."

State-licensed stores selling recreational use marijuana could begin opening as early as next December, the Times said.
