Six Measures Submitted For November Ballot

The backers of six citizen initiatives have turned in signatures in an effort to get measures on Oregon's November ballot.

The initiatives would join three ballot measures that Oregon's Legislature already slotted for a public vote.

The citizen initiatives include an attempt to establish a supply system that would allow limited selling of medical marijuana, as well as an effort to create an exception to Oregon's casino ban. Voters could also help decide how the state's Congressional districts are redistricted after census counts are completed.

The state's election division will spend the next several weeks ensuring whether supporters collected enough valid signatures to put the initiatives on the Nov. 2 ballot. The Elections Division will determine which measures make the ballot by Aug. 1.

The six proposed ballot measures:

* A measure that would impose mandatory minimum sentences for certain major felony sex crimes and driving under the influence convictions.
* Establish a medical marijuana supply system and assistance and research programs, and allow limited selling of marijuana.
* Transfer legislative redistricting responsibility, following the ongoing census, from the Legislature to a new appointed commission of retired judges.
* Renew the dedication of 15 percent of lottery proceeds to parks and natural resources.
* Create an exception to a casino ban by granting the Legislature the right to allow one private casino. Another initiative would allow for a Multnomah County casino by requiring the casino to contribute specified monthly revenue amounts to the state. The efforts are backed by a group that hopes to site a new casino in east Multnomah County.

The three Legislature-approved measures would expand home loans for Oregon veterans, begin formal annual legislative sessions of limited lengths and authorize lowest-cost borrowing for state projects.
