So Moved: Council Will Revisit Marijuana Cooperative Operations

After much talk and debate, the City Council will hear an update next Tuesday on both the activities of marijuana cooperatives exempted from a ban on such operations in February and enforcement efforts on illegal marijuana dispensaries.

The council banned marijuana collectives on Feb. 14 in response to a court ruling that threw out the city's ordinance regulating medical marijuana dispensaries.

However, the council agreed to give a six-month grace period to 18 cooperatives that completed the city's permitting process before the ordinance was thrown out.

Council members also asked for an update report halfway through the exemption period, which is on the June 19 agenda.No action beyond receiving and filing the report is suggested on the agenda.

Also on June 19, the council is scheduled to:
- Consider a proposal to eliminate individual business license fees for real estate agents, replacing it with a reduced "per employee fee" to brokers.
- Approve a one-year, $297,000 contract with Los Cerritos Wetland Stewardship, Inc., for maintenance and management of environmentally sensitive water areas in the city.
- Remind all city departments and advisory bodies of the need to comply with biennial review requirements for conflict of interest codes.
- Approve a temporary permit for use of a portion of the Pacific Electric Right of Way by Todd's Christmas Trees.
- Formally request the annual transfer of 5% of Harbor Department estimated gross operating revenue, estimated at $16,825,000 for fiscal 2012, to the Tidelands Operating Fund.
- Vote for the renewed creation of the Downtown Long Beach Property and Business Improvement District.

This Week
A debate on how to provide relief for people working as independent contractors will continue next week after Fifth District Councilwoman Gerrie Schipske decided to wait for the discussion on real estate agents to address licenses for independent contractors and a related 16% surcharge. She asked to table the item for a week.
