Sonoma Looks at New Limits; Nov 4th Harvest Dance

Dear Folks,

There will be a public hearing on new medical
marijuana possession and cultivation Guidelines
for Sonoma County at the Board of Supervisors
Chambers (575 Administration Drive, S.R.) on
September 26 at 10:30am (time and date are
subject to change). You may access the Sonoma
County website the week of the meeting, or call,
to see if the date/time has changed.

The Supervisors will review and possibly
amend the draft Guidelines prepared by County
Counsel. The Guidelines allow possession of
three pounds, a total plant canopy of 100 square
feet, with up to 30 plants, unless you are
approved for more by your physician.

County Counsel originally proposed 50
"mature" plants, but the Sheriff's Department
informed County Counsel and SAMM that they would
strenuously oppose that number and recommended
that 25 plants (mature or not) be the limit.
Following some discussions, the Sheriff's Dept.
has now agreed to compromise at 30 plants.

The SAMM working group supports the draft
possession and cultivation Guidelines with the
caveat that we have never endorsed plant numbers
as a quantifier. We feel that County Counsel
wrote a very good Resolution and we appreciate
their effort. If you want to provide input,
contact your County Supervisor and/or attend the
public hearing. It is time for them to hear from
others.

We recommend that if you want to provide
input that you contact your County Supervisor or
County Counsel.

SAMM did meet with the Sheriff and other law
enforcement officials concerning cannabis
collectives and cooperatives. We also discussed
the Guidelines. We will report on this at our
October 9th public meeting (announcement below).

SONOMA COUNTY DRAFT ORDINANCE FOR MEDICAL CANNABIS DISPENSARIES

The Permit and Resource Management Dept. of
Sonoma County has been drafting an Ordinance for
Medical Cannabis Dispensaries, which would apply
to the unincorporated areas in Sonoma County, and
would include Marvin's Gardens and North Bay
Wellness Cooperative. The Planning Commission
will hold a public hearing on Sept. 21, at 1:05
PM to review a revised draft, which when
finalized, will be submitted to the Board of
Supervisors for a vote. The text of the draft
can be read at

after Sept. 21, this draft may be changed.

September 21 (Thursday), Public Hearing by
Planning Commission on proposed Medical Cannabis
Dispensary Ordinance for Sonoma County, 1:05 PM,
PRMD Hearing Room, 2550 Ventura Ave., Santa
Rosa. You may, or may not, be able to speak at
the meeting.

September 26 ((Tuesday), 10:30 am. Supervisor's
meeting on Guidelines (see first paragraph for
details).

October 9 (Monday). Sonoma Alliance for Medical
Marijuana (SAMM) hosts a public meeting on
Monday, October 9th from 6:30-8:00 PM, at the
Santa Rosa Public Library on the corner of 3rd
and E Streets in Santa Rosa. SAMM members will
stay until 8:45 to meet with you individually.
Topics include rules on patient/caregiver
Collectives/Cooperatives, Board of Supervisors
adopting Possession and Cultivation Guidelines,
status of Sonoma County Dispensary Ordinance, and

October 30 (Monday) Marvin's Gardens, Return of
Property, 8:30 AM, Courtroom 14, Hall of Justice,
Santa Rosa. Marvins would appreciate anyone who
can attend.

November 4TH (Saturday), 2006. 8th ANNUAL 'CANNABIS HARVEST DANCE'

The 8th Annual Cannabis Harvest Dance will be
held at the Sebastopol Community Center on
Saturday, November 4th from 7pm until midnight.
This special evening's events include dancing to
live music of two hot bands, Rootstock and Bear
Bones Band, and other acts. The Keynote speaker
is Activist, Author and Campaign Consultant Mikki
Norris. The MC's are Cannabis Expert Chris
Conrad and Defense Attorney Bill Panzer. This
unique event also features a speakers' forum
including Dale Gieringer, Dr. Jeffrey
Hergenrather, Mary Pat Jacobs and Bill Panzer.
There will be a large silent auction, exhibits,
and healthy food and drinks.

Performing at the event will be Northern
California, reggae-rockers Rootstock. The 5
piece band has a musical style that can best be
described as World fusion or Reggae with a rock
edge. Also on the bill is Bear Bones Band
playing folk, rock, reggae tunes. Doc Knapp and
Jules Wood, and Bill Panzer will perform, as well
as a dance performance by Christina Sukkal.

Two education rooms will have cannabis
experts from around the state to answer your
questions. There will also be exhibits on things
like making cannabis capsules, vaporizing, and
butter. Garden consultants will help educate
patients about their medical cannabis gardens.
There will also be a good selection of books for
sale as well as free literature. We need many
volunteers for this event. It is not too early
