Southington Reviews Zoning Rules For Dispensing, Growing Of Medical Marijuana

Zoning rules to regulate medical marijuana dispensaries and cannibis growers are being discussed by the town, a result of a new state law that takes effect Oct. 1 legalizing presciption marijuana to ease the pain of specific groups of patients suffering from chronic diseases.

The town's planning and zoning commission will discuss the proposed rules Tuesday when it meets at 7 p.m. at town hall.

There are no requests from any person or business about opening a medical marijuana dispensary or starting a growing operation.

"The commission is being proactive about an issue resulting from a new state law," Town Manager Garry Brumback said.

Although the new law takes effect Oct. 1, details of its implementation and regulation are being completed by the state Department of Consumer Protection. So any zoning rules that the town eventually adopts will have to comply with them.

Connecticut is the 17th state to legalize medical marijuana use. When Gov. Dannel P. Malloy signed the bill into law, he said the state law is restrictive to prevent abuse. A licensed physician must certify that a person is seeking marijuana for medical benefit.

Patients and their caregivers must register with the Department of Consumer Protection to receive marijuana. The law requires that a doctor certifies there is a medical need for marijuana to be dispensed, including painful illnesses such as cancer, glaucoma, HIV, AIDS, Parkinson's disease, multiple sclerosis or epilepsy.
