Town Meeting Approves Marijuana Dispensary Moratorium, Human Relations Merger

As Advisory Committee member Sean Lynn-Jones put it in a pun-filled speech, "Weed better wait."

Town Meeting members voted overwhelmingly for a moratorium on the sale of medical marijuana in Brookline until the state has adopted its regulations regarding such uses, and to merge the Human Relations-Youth Resources Department with the Health Department.

Though there was strong support for the marijuana moratorium, several members expressed concerns about waiting too long to approve sales, encouraging people to grow their own marijuana, "which, by the way," said Public Health Director Dr. Alan Balsam, "they can do right now."

"That can lead to diversion," said Balsam, referring to the practice of patients selling their legitimately obtained marijuana to non-patients.

The most contentious articles of the meeting were 9 and 10, having to do with Brookline workplace diversity.

Article 9, submitted by Town Administrator Mel Kleckner and the article which evenutally passed, sought to reorganize and rename the current Human Relations-Youth Resources department and merge it with the Health and Human Resources Department.

Article 10, submitted by citizen petition, sought to create a Division of Human Rights, that, among other things sought to take a more aggressive approach to ensuring more diversity in Brookline employees, especially in department heads, where article supporter Patricia Connors said "there hasn't been a single minority department head in 25 years."

Article 10 supporter and Town Meeting member Bobbie M. Knable, of Precinct 16 said, "We agree on the goals, but differ on how to achieve that goal."

After 15 speakers on both sides of the issue had each exceeded their allotted 5 minute time limit, and several were cut off by moderator Sandy Gadsby for verbally attacking others, Kleckner's Article 9 prevailed by a vote of 200 to 1.
