White seeds are either immature infertile seeds or they were seeds that somehow lost there outer shell casing during the drying/curing process on the buds. In either case, they are inactive seeds and they will not grow.

Look for good plump seeds with the characteristic "tiger striping" on them. Typically, it is the little runty ones that fail to germinate or make decent plants.

i just got some white pure power plant seeds and the five ive germinated have all sprouted or maybe theyre a grayish light tan colored
