Medical Marijuana Advocates Rally At Kansas Statehouse

Legislation allowing medical hemp may yet advance this year, but advocates of full medical marijuana legalization hope one particular bill they find odious won't proceed.

Proponents of medical marijuana rallied Wednesday in the Statehouse against Senate Bill 489, which they argue would impede Kansans from legal access to CBD oil, or hemp oil. The oil is not currently legal under state law, and while the bill would legalize the oil, the group Bleeding Kansas argues the restrictions placed on it would be onerous.

"CBD is wonderful. It helps, but it's not a full answer," said Lisa Sublett, the group's president.

Bleeding Kansas says the number of individuals with seizures who are helped by the oil is limited. By contrast, the group argues medical marijuana can help a wider array of individuals.

Full medical marijuana legalization is unlikely this year, but legislation that legalizes CBD oil still may pass. The fate of CBD oil this year will likely depend on the workings of the Health conference committee, made up of House and Senate legislators focused on health issues.

Rep. Willie Dove, R-Bonner Springs, sits on the panel but didn't appear optimistic. Dove indicated the controversy surrounding marijuana, as well as the state's budget shortfall, draws interest away from hemp.

"I would like to see that language come up because it then gives us a vehicle to get industrial hemp in," Dove said. "But I don't think – because of the climate with it, it just may not happen."

CBD oil is legal in more than a dozen states, including Colorado. Rep. John Wilson, D-Lawrence, has told the Associated Press he has had constituents move to that state to be able to offer their child the medicine.

Wilson indicated he agreed with Bleeding Kansas in its opposition to Senate Bill 489. "They should not like that, because it's awful," he said.

Last May, the House passed a CBD oil legalization measure 81-36. The bill legalizes and regulates the use and production of medical hemp products, such as CBD oil. It also would allow state government to research industrial hemp.
