The load determines current draw. The voltage being too high or low would fry stuff, but amperage rating is just a maximum. Simple ohms law math.

Agreed. What seems to fit in the beginning quickly grows out of hand. I had 40 trees in a 12' x 21' area, by the third week of flower they were over 5 feet tall and 3' wide. I had to move ten plants to another room due to over crowding. Think about finished size. One plant, grown well will...

Lollipop if your lower growth is too dense. Improves air circulation.

PM thrives when you have really dry to really moist humidity swings. Sometimes humid warm air cools when lights are off causing RH to rise. Vent when lights are off. Have adequate air circulation.

Powdery mildew. Humidity is probably too high.
