Well of course it's a step in the right direction, but compared to Michigan which is close by, the current mmj laws in Illinois are quite disappointing.

Why only 21 cultivation centers? Why is it so expensive to become one? And why are they not allowing home grows?

You should not have to pay anything to be able to grow marijuana. It should be as legal as growing tomatoes in your own backyard.
