Are these roots?

Hi, i have a plant and it seems to be growing white thorny roots, on the stem of the plant.! Are they roots? and should I be concerned. It is grown in a 3 gallon pot with potting mix under 400w cfl with 4 others and it seems to be the only one this is appearing on(there's one other but it's not very defined or noticable.) I have some pics.

P.s. this plant just showed sex and is female.

you can add soil, to cover the stem up to the cotyledons and those could become roots then, but it's not necessary to do so and it won't harm the plant to leave it like it is now.

you can still see those tiny spots, but they lost their white color in my case

@OP, when you're talking CFLs, talk total lumens, not watts.

they were under 6400 lumens /m2, 6500k bulbs i just switched them to 12800 lumens / m2, with 2700k bulbs today.
