Bonide neem oil ready to use spray

So I have my problem with my girls that could be a couple of things. I was told that neem oil would be the best approach to help with any issues. I was able to find Bonide neem oil ready to use spray for organic gardening.
Will this work? Should I dilute it with a light soap and water or can I spray the girls from top of the soil to just under the the tip?

Follow the directions on the container. "Ready to use" normally means no dilution necessary.

When would be the best time to use it? Before or after watering??

Do not spray anything under bright light. Outdoors near sunset, and indoors right before lights off, or turn your lights way down.
