How much should I dampen my soil before putting my seed into it?

I was thinking of just dampening the soil with a spray bottle before I place the seed into it. What do you guys think? I'm not doing any pre germination techniques. I'm going to soak my seeds in a bowl of water for about 6 hours then put them straight into the red solo cups and turn my light on. Also should I soak my seeds in distilled water or would tap water be fine? Thanks.

Yup spraying down the soil is best, don't leave it dry. And distilled is better I believe but it shouldn't be much of a difference
