I am growing 3 bag seed plants in a 5 by 2.5 by 6 foot closet should 4 48inch fluorescent bulbs and a few cfls be enough

it depends entirely on how you define the word, "enough."
I use everything from 48" T5 PurPar bulbs in veg, to 1200w of HID light in flower. In my little love tent, I am using cheap hardware store CFL's in an array. These are weeds, and being weeds they are very good at adapting. Your plants will adjust to whatever situation you put them in, and they will produce accordingly.
