The Ohio Ballot Board will meet at 2 p.m. Friday at the Statehouse to rule on a proposed constitutional amendment to legalize marijuana use for personal and medical purposes.

The board, which is chaired by Secretary of State Jon Husted, will meet in the Senate Finance Hearing Room.

The board's primary role is to decide if the amendment proposed by ResponsibleOhio should be one ballot issue or more than one issue. Husted personally opposes the proposal, but the board has limited authority to enact changes. Attorney General Mike DeWine certified the wording on the ballot petition last week.

If the board gives the green light, ResponsibleOhio backers will have about three months to collect 305,591 valid signatures of registered Ohio voters in order to qualify for the Nov. 3 ballot. The signatures must be gathered from at least 44 of 88 Ohio counties.

ResponsibleOhio is proposing a for-profit system in which 10 investors or investment groups would have the right to set up 10 marijuana-growing sites around the state, including three in central Ohio. The system would include processing centers, retail sales operations, and medical marijuana dispensaries. Marijuana sales would be taxed, with most of the proceeds going to county and local government entities.
