Slow seedling growth and yellowing leaves

I have two seedlings that broke ground around 2/1. Im using scotts potting soil with with a 50% ratio of perlite. I have around (8) 26 W CFL 6500k lights. They are on a 20-4 light schedule with a fan on them during that time. Temps are at 80-83 max and 70 low. The leaves towards the bottom are drying up and yellowing (some have already fallen off). I gave them some fish fertilizer 5-1-1 around 1/2 strenghth a week ago, but they aren't showing much progress.

:ps I understand that I'm not going to see the results as a MH would put out, but any suggestions would be nice. Im thinking about giving them some superthrive but just havent bought it yet. Oh, and is it alright to foliar feed with that fish fert?

Too much Heat, too much Dry soils looks like from here, No liquid ferts like Fish emulsion should be used in that early growth as these are in.
They should be 12" + tall by now normally
