Soil Questions: INDOOR

Looking to get lots of info for my first grow. I currently use ROOTS ORGANIC (camo bag) and I mix it perlite (1/3 mix), They are in SMART POTS aswell im not sure how many people out there use them.

What is a the best way of telling if the soil is dry enough for another watering?

I have recently transplanted and do NOT want to over water (ive heard its a bad thing)
