Using a 400W bulb in a 600W Ballast

I have a 600W dimmable MH/HPS ballast. I would like to know if I put in a 400W bulb in what might happen. The ballast has three settings 100%, 75%, and 50%. If it's on 100% is it trying to push 600 Watts through a 400W bulb? If I ran it on 75% that comes out to 450 Watts. I hate to blow up this bulb, fry my ballast, or something worse. Any input would be greatly appreciated on this subject.
 
Yes it will light up. I recently bought a 600 watt system from Facebook marketplace. The seller put a 400 watt bulb in the 600 watt bulb box. It started turning off and back on. So I did a “one over” on the whole thing. 400watt hps bulb, in a 600 watt system set. As if, right?!?
Anyway, it wouldn’t work on highest se if I didn’t have air conditioners all over my apartment, let alone the floor fan I have running right on it. Even though technically turning down one notch works too
