4 foot floros - T12 will work? What is the ideal color temperature for Veg?

I've got a couple of 2 bulb, 4 foot T12 Ballasts that I'd like to use for my veg and clone area in my forthcoming growroom (journal TBA soon). I'll be using 1000 Watt HPS for flower.

I know T5 is ideal and T8 is an improvement because they produce more lumens and less heat with less current, but I am not trying to buy any more than I have to.

Can I get good veg results under T12s?

Also, what is the best color temperature for cloning & vegging?
 
I know alot about not wanting to spend more money than you have to, but plants will take al the light you can throw at them. So the more light you can afford the better, if moneys not the problem and space and heat are, i grew 3 plants under 2 4" daylight fluros and they did OK nothting great some cfls(which i am not using) would have done alot better.

To answer your question 6500k or what they call natural day light is the best spectrum if you are vegging because of the bluish color. and the warmer light 2700k for flower.
