Marijuana advocates say it's time for Massachusetts to join Colorado and Washington state in creating a regulated cannabis market where drug profits can go to taxpaying businesses rather than underground criminal organizations. Matt Simon, of the Marijuana Policy Project, says Massachusetts has already made a two significant changes to its marijuana laws in recent years: decriminalization of possession of an ounce or less in 2008 and creation of a medical marijuana program in 2012. Now, he said, Massachusetts can become the first East Coast state to legalize the drug outright. Simon was among those who submitted testimony Thursday on a bill allowing adults age 21 and older to possess and cultivate marijuana. The hearing came on the same day other advocates rallied at the Statehouse for more progress on opening medical marijuana dispensaries.
