Buds turning brown and dry starting from the base of the stalk

I need help identifying the problem the leaves in those spots are dying also while the rest of the plant is fine

It can be called crown mold or stem rot (Pythium) starts in your water or roots and does that, eventually affecting the whole plant and will rot the buds.
Hard to treat at this point, its fairly advanced on the branch you are showing and if it starts at the base.
Sorry there isn’t much good news associated with stem rot.

The white stuff on the leaves is pesticides just so u know
