Can time release ferts be flushed?

Short answer, no. The time release ferts are meant to remain active after many, many waterings/rainstorms.

It is better to start with a soil mix or plain organic top soil that without these ferts in it then trying to wash them out of an existing product. Try ProMix, I have heard it works well and is widely availible in many different stores.
 
I had some left from an outdoor grow and was thinking about trying to flush it real good and start some seedlings in it. Sounds like I'd be better off just buying some Fox Farm or Promix.

I like to use the potting soil with time release ferts when I plant a guerilla grow. Work some in with the exsisting soil so I don't have to worry about checking it too often.
