Clones and their lighting requirements

So, after one takes clones, do they go directly under 24 hours of light whilst they grow roots or do they go under 24 hours of light after the roots develop?

I know they probably can't stand direct light till the roots grow out, but where should I keep them till they root? Under a light? Just on the counter? In the grow room under the 400 w?
