Patrolling officers stopped the Virginia-tagged car shortly after 11:30 p.m. Sunday on South Du Pont Highway, Lt. Earl K. Brode said.

When the officers approached the driver, they noticed "a strong odor of marijuana" coming from the vehicle, Brode said.

A search found 22 bags of marijuana, totaling 3.1 pounds, along with drug paraphernalia, he said.

The driver, Robert E. Brown, 43, of Virginia Beach, Virginia, was arrested and charged with controlled substance possession with an aggravating factor, marijuana possession with an aggravating factor, drug paraphernalia possession and traffic violations.

Police also seized his vehicle, Brode said.

A record check showed Brown had previous drug convictions in Virginia, dating from 2003, he said.

Lacking $6,203 secured bail, Brown was committed to Sussex Correctional Institution near Georgetown.
