The purpose of PH'ing your water is so that all the nutrients are available to the plant. Different nutrients require different PH levels for cannabis to be able to uptake them, if you didn't PH then nutrient lockout would occur and your plant would become deficient because it is not getting all the necessary nutrients.
Flushing with PH water is preferred, but not absolutely necessary.
Flushing is to leech the salts out of your medium, therefore using regular, or tap water, is still beneficial because it will still leech the salts out.
