Grover Beach, California - The Grover Beach City Council directed staff on Monday to move forward with a measure to tax marijuana.

City Manager Matt Bronson said the November ballot measure would cover all commercial cannabis activity.

For marijuana-related activities except cultivation and manufacturing, the measure would create a gross receipt tax of five percent for medical marijuana and 10 percent for recreational marijuana - if state Proposition 64 is passed.

For cultivation and manufacturing, the measure would create a square footage tax. City staff would recommend exactly what that rate would be when the council revisits the issue on August 1.

Grover Beach is the only city in San Luis Obispo County that is actively working on such an ordinance, Bronson said. The measure would need a majority vote to become an ordinance.

Last month, the Santa Barbara City Council voted to place a 20-percent tax on both medical and recreational marijuana.
