Hydro Gurus, Submerged Roots?

After a heated debate im looking for hydro gurus.


IN A FLOOD AND DRAIN BUCKET SETUP, WHERE A BRAIN FEEDS FROM A RESEVOIR TO BUCKETS, ROOTS NEED OXYGEN AND CANNOT BE CONTINOUSLY SUBMERGED, CORRECT?

You can leave some of the roots submerged as long as you provide aeration for the water (air pump + air stone).
But not all of them, and not without aetaion.
 
So if root tails are submerged in water and say 65-80% of roots are in medium, only water on cycles, than the roots will not suffer any form of algae or over-waterization?
