Is Bayer Advanced 701290 3-in-1 Insect Disease and Mite Control safe?

Just as the title says. I got this as a preventive, just in case. The reviews were good I just want to make sure it won't kill my plants. My plants range from 12-16 days old. Can I spray a light mist of this on my soil/at the base of my babies without harm to the plant? Thoughts.

It is NOT on the list of chemicals approved by of the state of Colorado.

Edit: it is a systemic pesticide which means it infiltrates the plants system and works from within. Cannabis is a natural accumulator plant. Those two things together mean use at your own risk. I wouldn't. Don't take my word for it though, Google "paraquat poisoning marijuana and the us government" if you want more reason to avoid such things.
 
So if its not on that list don't use it? According to the specs its ok to use that's why I bought it. I don't need it, so maybe I should return it.
